Didn't Hefley play in a pro-style offense in hs? Or maybe I'm thinking of someone else.

No Hefley played in the more traditional, Malzahn style offense slinging it all over the place. Pulaski spread the offense out. The one part of Hefley's game that doesn't fit Monty's style perfectly is that he is not as mobile as either Skipper or President. Also his offense in HS wasn't predicated on him reading the defensive end and coverage. From what I've seen Hefley throws a better pass than President and not quite as catchable a ball as what Skipper throws.

From what I understood, he was somewhat over rated coming out of hs. I don't think he would have been in the mix.

Not first string doesn't mean not ready. David Johnson was always 2nd string to Paul Smith. When Paul graduated, David stepped in, and the team didnt skip a beat.
