In this case, they were unpaid members of a bipartisan council that served under both the Obama and Trump era.

Two thirds were put in there by Trump, so it's ingenuous to imply the entire Council worked for Obama. Like Trump would ever stand for anything to be untouched that Obama had any influence over.

When you’ve got to do something you don’t want to do, but you have to because of political pressure, you bring in an advisory council to study the issue and issue recommendations. That buys you both time to see if the problem goes away and political cover if things don’t go well.
