ISU wide receiver transferring to Tulsa -- story linked

Iowa State receiver Josh Johnson recently told Inside Tulsa Sports that he is transferring to Tulsa this summer. The 5-foot-11 and 185-pound wideout saw limited action during his redshirt freshman season in 2018.

Any clue what the NCAA's record is lately on transfers like this? Haven't had much recent knowledge of an already redshirted player, who didn't get much playing time/production in his redshirt freshman year.
