Do presidents control foreign policy?

Like everything, there is some truth in this. However, it ignores several key problems with this President.
1. Use of executive orders to go around other forces described in the article.
2. Talking big about red lines, no ebola coming to the US, and the roll out of Obama Care. The general feeling that he feels he can play down actual facts with statements like those saying that the attack in Libya was caused by a video. Silly statements that business doesn't create jobs.
3. In foreign policy as in other areas the President is always behind the curve on events and clings to ideology rather than reality.
I could go on but this will do for now.
