We finally have a pretty strong idea about what happened to the early CDC tests:
The CDC labs (only ones allowed to manufacture / run Covid tests at the outset of the US outbreak) were producing test reagents (expected to be negative) and handling / recreating Covid samples (expected to be positive) in the same labs with very little in the way of quality control / proper manufacturing protocols. In the end the virgin tests were tainted by the Covid samples and were throwing false positives.

The US as a whole has to get better efficient and quality controlled biotech manufacture.
