Jesus, that is a pretty disturbing read. Pretty appalling and shameful behavior on the part of the state (note: i have used that sentence at least once a week every week this year).

Having a doctor instead of a nurse administer the IV was asking for trouble. Doctors and EMTs rarely if ever do them. They must have scrapping the barrel to find some one who would go through with it. Horrible.
